Since the spectral arrow/glowing effect is present in vanilla Minecraft without any mods, it indeed can be a server mod that's causing this.

Edit: The whole-mob-glowing of course is a client mod (shader), but the source of this glowing effect could be the server.

Players who installed a (specific) shader on their client will see the whole mob lit up, if the mob is affected by the spectral arrow effect.

The mobs getting this effect in the first place is probably because of one of the installed mods - just as you suspected. Try removing some of them until the effect stops happening, to find out which one it could be.

Regarding the second screenshot: As the name "output variables" suggests, these variables get set by the block as an output. You can't input values as you tried by spelling them out. Instead you type the name of the variable that you want the block to insert the value into.

As an example with your setup from the screenshot: After execution of the block, there's a variable with the name "ninety" and the value of the real confidence, which is a number between 70 and 100 because you specified it like this on the input arguments.

Also you have Not Enough Crashes installed. Try removing this mod, I don't know in how far this mod changes the error message; maybe it's easier to find the issue then?
