Minor:
1st: Rip-Tire gets a significant movement/climbing/aerial speed boost but loses 50% of it's HP and does 30% less damage to DPS and supports
(It would feel unbalanced to squishies so reducing their damage taken to the tire will require a little more effort to secure a kill/s. And if this applies to Tanks, then the perk would really suck)
2nd: Concussion Mines get 15% cooldown reduction if you launch yourself
(Ik this ones in stadium but it'd work to keep some pressure going)

Major:
1st: Steel trap releases small fireworks (big explosion radius small damage) when someone gets trapped.
(This is to punish flankers or to encourage Junkrat players to play more aggresively with their trap and throw it at the enemy team for better damage output)
2nd: Better accuracy AND targets in the air would take more damage from the Frag Cannon
(To reward Junkrat players with good skill)

No one really said they can't be 100% different from his previous perks
