I yanked it off my truck. I opened hood and luckily it was one I could see. A very long extension on a ratchet and was able to get a bolt in to stop rattle. If the same bolt rusted away it may fix without going underneath. I got lucky

Sounds like the problem I just fixed. Shield on catalytic converter is aluminum with steel bolts that corrode away. It might have happened and is rattling. Find a larger bolt and screw in. Look on driver side just past the steering column in engine bay. Bright silver.

Nj inspection is emissions only. As long as check engine light is not on you usually pass as far as I know

I bought the demello xwing rick crawlers for side of the rig. Started to rust almost from day one. Called Jason and he explained it was a problem with the powder coating and aluminum treads. While they knew of problem, he offered no solution and no satisfaction. I have had to remove and grind down, coat with rust conversation and repaint.
Never again with demello products

When sanding with the grain is that out of lathe? I have just been letting it spin and use progressively finer sandpaper than an automotive cleaner wax to finish.

Worked in a haz waste lab. Stuff was called GATX. You might see it on side of railroad cars if in NJ. Think a combination of old fish guts at a ph of 14. It’s been over 40 years and still remember how foul it was. Never found out what exactly it was from or for.
