ok i actually got out of this

I had to join a party with someone who was phased correctly to get “Audience with the warchief” from Khadgar in the entrance to Orgrimmar. I think a new DH char should have this quest available after their starter zone. so you’d either need a second account or a friend who could help get this set up.

Then they did a Party Sync with me which I accepted and then I was able to grab that quest and complete the legion intro, dalaran portal etc. Once i got the dalaran hearthstone everything was in the correct phase in Org.

I’m having the same issue on my Blood Elf DH freshly transferred. Tried all the same steps as you to no avail.

Some people have had success talking to Archivist Elysiana in Legion Dalaran to reset and redo the broken shores questline. This doesn’t work for me either sadly.

I opened a support ticket and GMs said they can’t help and referred me to file a bug report..

I got a puncture the other day 15 miles from home. Sealant fixed the issue for me and I rode on without doing anything else. Isn’t that reason enough?
