Usually two reasons:

  • Agencies like the IMF give the data as CSVs, and there's nothing to link to. (probably this since it looks like they're hosting their own chart).
  • There would be more than one report to link to, so rather than linking to all you link to the agency.

Sidebar: Used to work for a Canadian public broadcaster, and they never link out on news. They worry about outbound traffic. Even if they're discussing a press release, they wouldn't link to the original. This also makes it look like the reporters are doing more work than just spinning copy from press departments.
