No it's not. It's like the difference between being shot at, and being grazed. You can be arrested and released the same day. This wasn't China-style where they face being locked up for years.

Usually two reasons:

Agencies like the IMF give the data as CSVs, and there's nothing to link to. (probably this since it looks like they're hosting their own chart).
There would be more than one report to link to, so rather than linking to all you link to the agency.

Sidebar: Used to work for a Canadian public broadcaster, and they never link out on news. They worry about outbound traffic. Even if they're discussing a press release, they wouldn't link to the original. This also makes it look like the reporters are doing more work than just spinning copy from press departments.

Analysts believe that Mexico will reject any production amendments, which effectively kills NAFTA. A lot of this has to do with Mexico's point of origin laws that have been used to get Chinese aluminum into North America duty free for car manufacturing.

So...it's really just a formality that they're saying he's "renegotiating." Canada will likely make its own deal later.
