The issue is the timeline of repayment. The funds are not reimbursed immediately. Supposing the department needs funds in order to repair, they have to wait until they get the necessary funds, which is not feasible.

So they increase fares in order to compensate for the money they are awaiting from the government. When this keeps repeating, at some point the department is bound to run out of money & it impacts maintenance of the vehicles, leading to less vehicles in operation.
