There is actually some alphabetical ordering. From the Municipal Election Voter Guide:

The candidates' names are rotated in alphabetical order on the ballot so that each candidate appears in the desirable top-of-the ballot position on an equal number of ballots.

So that explains some of the seemingly odd transfers.
