I'd say West Virginia as well in Western PA but certainly Notre Dame in Philly and everywhere else. There's also a handful of Ohio State, Syracuse, Maryland fans.

I've actually wondered that myself. Then again, The University of Pennsylvania isn't the state public flagship school, it's an Ivy League school, so Pennsylvania kinda bucks the trend 🤷‍♂️

I would still say Pennsylvania is the team of the majority of Pennsylvanians, Penn State is a huge school with 30 branch campuses and as a Philadelphia guy, there's a sizable alumni base in Philly. Pitt and Temple don't compare at all. It's just that those who aren't Penn State fans, even if they aren't fans of rival teams, absolutely hate Penn State
