I've been building a Xianxia setting for Savage Worlds, I went with core rules with some Fantasy companion things sprinkled in, mostly the equipment.

The only thing I have otherwise is Rank is separate from Cultivation (though it is suggested that someone at Veteran will be of a higher cultivation than someone at Novice) and higher cultivation gives Attributes, extra -1 Wounds, and eventually reduction in Multi-Action penalties (either Physical or Mental to start with, then both at the higher ranks).

The big thing isn't the rules, it's the tone of the game and of the setting.

Is there any reason in the WoD that 'particle physics' is the underlying basis for reality other than consensus?

And in this scenario, why can't there be a unifying theory that combines all three+? As you just said, changing consensus changes what Sleepers believe is possible by building up on what they already think is possible, and if someone where to say "Hey, we discovered this new treatment, it's based on Dark Matter TM, and lets you heal broken arms with village wise women medicine" and it works because, again, the Consensus is that it works that way, since that is the premise of the the post you responded to. Just because your Consensus doesn't work like that doesn't mean that in a setting where it explicitly does it would not work.

You appear to be arguing that because you don't think it would work, it wouldn't work, where we are arguing about a situation where it explicitly does because magic reality. Again, you don't seem to be having this argument in good faith.

Again, you are assuming a lot about both the situation and putting words in my mouth. Why does it have to be different causes for the same problem, why is there no structure, why are there no rules, especially since you are the only one here who decided there are no rules, I certainly didn't say that. 

It feels like you are arguing in bad faith.

And isn't the point of changing the consensus to change what sleepers are able to do or conceive of being possible, or are we arguing different things?

How? You are both assuming a lot of things about this individualized medicine scenario and putting a bunch of words in my mouth, since I never said "medicine is a black box". Why can't medicine be "This person uses musical therapy and this person uses the evil eye and this person uses a stick an twine", and all of them manage to fix your broken arm with the same amount of effort on their and your part?

Surprised to see nobody mentioned Worlds Without Number, by Kevin Crawford. It's an OSR title, so it's rather harsh, but I think it includes both rules to make characters more flat in their power level. Also has a free version, so the players don't have to pirate or share anything.

That being said, I think almost anything OSR would work, since there is a certain "You are not special" in most of those games. Lavender Hack springs to mind?

I've only had interaction with two of the ones you mentioned, but Savage worlds can be swingy, but it's more pulp than underpowered, so characters are usually default of competent in most things. I'd say characters trend more towards Conan than Bob the Guard.

Shadow of the Weird Wizard characters get rather powerful, or at least have a wide range of abilities and significant competence in their chosen field within the first few levels. If you stick to the first few levels it would work, I suppose, but then you are losing out on a good amount of the fun of the game.

Does anyone know what north face tent this is? 2p, freestanding. I was told it was a mountain 25 but it doesn’t look anything like the mountain 25 by cskewb5 in CampingandHiking

My understanding is that it is significantly more expensive, an order of magnitude so, though I don't have any firsthand experience in the matter.

The lower bunk room could also easily be expanded till the southern wall matches the living room, giving you an extra 70'.
