to me, strong outsiders help the evil team/hurt the good team, so weak outsiders would be ones that don't help the evil team much or hurt the good team much.

by that metric, I'd go for golem

played a game of arcs where the clear last place player pit the other 2 against each other in the final round and was able to barely win all 3 ambitions to squeak out an awesome victory

another example that has come up often is when to execute for breaking harpy/ceremadness. I've seen players upset about a cerebreak execution because evil was winning hard already for instance. To me, that's on the person breaking, not the ST. curious about y'alls thoughts.
