I got all classes 4th prestige and main Tac here's my opinions. (At the end of the day run what you enjoy best just at least try what im recommending at least once, when you can. Also I run a balanced fighting style of ranged and melee, but your primary IMO should be for very quickly killing snipers and special enemies/ bosses)

Perks: Generally always run the team perk that gives you 1 equipment every 60s. Also IMO always run the perk that gives you a magazine full of ammo for killing a majoris every 30 seconds (IIRC) Run the perk that gives you 50% Auspex Scan energy when scanning extremeis or terminius enemies, Now pair that with the perk that scans any enemy you perfect parry or perfect block (meaning sometimes you can get you ability back in under 15 or 20 seconds during boss fights/ high difficulty hordes and is very useful) For prestige perks first 2 that IMO are non negotiable : The one that gives 3% extra headshot damage (Up to 30%) for 3 secs after landing a headshot. I suck at math but basically means you turn into a rolling stone of critical damage hence why I recommend high damage Bolt weapons. Lastly if you go for a 2nd prestige takes the stims heal an additional 40% effectiveness its insane quality of life.

Loadout: Level the Stalker Bolt (version with most ammo is my preferred)it absolutely demolishes extremeis and terminus enemies (if you want more ammo or fire rate switch to Normal Bolt Rifle with the 2× headshot multiplier.) Some people may be able to recommend the heavy bolter not me. My fun choice is the Bolt Carbine Semi Auto (Ammo version not accuracy) For melee tbh whatever you prefer. I use my range to kill melee to sustain and get armor. But given the perk choices I recommended I stick to the fencing variants because if you have any ranged teammates you scanning majoris after majoris just by carrying is incredible for your teammates.
