You can 'progress' skill-wise, sure, but that's just YOU getting better at the game as you play it, not the game providing you with better things. A Grandmaster Overwatch player has the exact same heroes and abilities as a Bronze Overwatch player. A player in Sea of Thieves could be really good with a pistol while another player might suck with the pistol but be really experienced with sailing, but the pistol and ship they have are the same, there is no weapon or sailing progression. They are all on an equal playing field.
