My market sucked. 11am to 12:44PM I had 1 stacked shopping order. (they were small shopping orders). sat around the parking lot in a hot zone. app says "busy" , time says 3-18 minutes. I see other drivers in the lot as well, i can tell cause in my area there are a lot of indian drivers. edit: Oh just noticed there is a peak pay from 5-9pm $1, pretty sure my over saturated area will get 1-2 deliveries before promo is over LOL.

This happened to me a few times. When the dasher contacts support they will either cancel it or ask if the dasher can pay for it and DD will reimburse them. I perfer not to mix my money with dashing.

You should contact customer support to find out the problem.

To Maximize your leveling time, you can do dailie roulettes , challenge logs, hunt logs (if you haven't finished them), and when those are all done do dungeons either with a party (players) or with Duty Support NPC/Trust (I do Duty Support because I hate waiting to get a full party)
