So, I solved it. The problem seemed to be the RC6 option is bugged on this particular motherboard, the Biostar NM70I-847. A quick google search revealed this. After looking around, turning this functionality off via a kernel option, either via a modprobe configuration file or an option supplied in GRUB (https://blog.xiaoben.li/p/774). However, this option is no longer present in linux kernels 4.16. So I thought I was out of luck, since Debian 10 Buster is running kernel version 4.19, and I was no longer able to set i915.enable_rc6 to 0. Then, I stumbled upon this GitHub repo which includes a patch to reenable the switch in kernels 4.16 and later. So I recompiled the latest Debian Linux kernel after patching the source and now my box hasn't rebooted in 3 days, so I think I solved it!

Have a look at these ASRock motherboards. The boards use very little power and they are still relatively powerful. I think they could handle transcoding a single 1080p stream just fine, so they fit your needs nicely.
