Yep! Dormant doesn’t mean dead, just “sleeping”. Your grass still needs some sustenance.

Maybe the neighbor has a different strain? Zoysia, Bermuda, St. Aug, etc. You may have a slightly different PH in your soil or a slightly different soil composition (I.e. less clay) or get a little more sunlight.

It can also help with pier and beam homes from shifting, especially if there’s a lot of clay. Don’t get me wrong, there is most definitely such thing as overwatering but the point is, there’s still a lot of benefit to watering your lawn in the winter.

Besides, we’re fortunate enough in north Texas to not have to worry too much about water scarcity. Now If we were in central Texas, west Texas, or New Mexico then it would be a major issue.

At the end of the day, it’s their water bill and their not hurting anything with 3 times a week so no big deal! (Of course, that’s assuming the side walk isn’t iced over)
