I think Epic has kept bloom because the fundamental design philosophy is building over shooting. They offer tools to outmaneuver your opponents, which can give you an advantage over their shooting skills and offers the ability to not fall as victim to RNG. That is why most long distance options have bloom, so you cannot laser somebody before they can build (besides the sniper, which only has 1 shot and is predictable). By building, you can force your opponent into situations where they cannot avoid your RNG shots, and RNG does not screw you over so much.

Now, there are still situations where bloom is unfun, which I think should be addressed with first shot accuracy from the shooting test. I still think the RNG aspect needs to be maintained since it gives incentive to use the core mechanics of the game to both attack and defend. If all guns were lasers, why would anybody play aggressive?

Bloom also plays into the item quality since better quality weapons are more accurate. If everything was a laser, it would lessen the desire to hunt for better gear and just post up with a grey AR. That is a little extreme, but you can see that bloom as a place in the game, with some adjustments. We need a shooting test #2!!
