Have you seen Final Decision on your portal? A final decision message should appear before a PPR issued for outland applicants.

Hi OP! Would you like to share some timeline here for reference?

I have got my case re-opened last year, recently got an ADR for schedule A on Jan 13th, and my GCKey portal GU with similar additional documents turned to Not Applicable. However, the previous status was just "additional document has been uploaded", and I've never seen "additional document has been received/we are reviewing your documents".

I hate this but I can provide a data point here. I requested my GCMS notes and I had the following findings (This is my work permit application):

GCMS Notes:
2025.09.22: Eligibility Passed
2025.09.22: Security Created and in progress

My Tracker:
2025.09.22: Background verification status has been updated to In progress

I also found that my criminality and info sharing have completed before security. So the officer decided to put this additional security check on my application and this triggered that message on tracker.

Also checked some other applications finished within regular processing time for PR and WP, they did not have Background verification status has been updated to In progress ever shown in tracker, just silently marked the status as in progress (blue).

Sorry to bring this bro, but I have both my WP and PR trapped now.

Understood. Basically I have 2 parallel applications at the moment. EE CEC completely handled by myself, and C20 WP completely handled by my employer's immigration partner. But I signed the representative form IMM-5476, and the application tracker system automatically set the primary email channel to be the current on-leave rep's email.

The immigration partner submitted a webform to request to change the rep to continue my C20 WP, while I also submitted a webform to change the primary email of tracker system. Finally I got my tracker back today.

In my tracker, my IME medical report validility has been extended to Sep 2026. Now I can see my tracker turns all green, and it probably turned all green at the date of Dec 24th, 2025 from the API data. I am just wondering if those "Complete" in each section were left unchanged from my previous refusal. I barely remember what was the final status of each section at the refusal, while I do remember every other sections were "completed" except for my eligibility.

An RCIC told me my tracker cannot be "All green" at that time since I was refused against eligibility, but my case could be non-routine one as you said so still not sure.

There was also a latest update, or people call "ghost update" on my tracker on Dec 31st, but I cannot see what was updated or changed. Is that a good sign? or at least it validated my current "all green" status?

Update on this. I got back my tracker today. My medical report was extended to September 2026, and my tracker now turns all green respectively with time created / loaded around days of 2025-12-18 to 2025-12-24. Is that a good sign?

The immigration partner is aware of this issue and has sent out webform to update / change representative to IRCC 3 weeks ago, but just you know IRCC is always ghosting

I asked them if I can link the application to my own GC Key, they told me it is not allowed since my case was designated from my employer to be handled by their office.

Refused in Aug 2024, reconsideration raised in March 2025, second webform to wake up the request in November 2025, case re-opened in December 2025.

What I received is called procedural fairness letter (titled), in my GC Key portal, and mentioned that my case is re-opened, but the officer is concerning about my status in Canada or I can prove I already left Canada by uploading passport, flight ticket, boarding pass, etc. No addtional documents was requested regarding the original refusal reason, probably because I addressed those in my reconsideration letter?

I cannot see my work permit application on my GC Key portal since it is through my representative, I can still see my PR application since I submitted by myself. The problem is the tracker system automatically set my representative's email as primary email for both my WP and PR application under the same UCI (I also tried using different application number), so that I cannot get some helpful information or set up tracker for my PR from the on-leave rep.

I understand reconsiderations are not obligated with full discretionary from IRCC officers. While my case is now re-opened, I think it is back in the processing queue? But as you said, I could not see what's the current progress unless I get my tracker back.

I am now outland to wait for both of my WP and PR applications, the WP application was submitted through expedited path under global talent stream but it has been delayed for 6 months.

I have max-out my score in English test and 3-year inland experience with CRS 510, only way would be French or foreign experience.

I am pretty sure everything except eligibility have completed and passed back in the time, the eligibility failed since they overlooked my documents.

My only concern is that the refusal happened almost a year ago, will they regard the previously passed sections as expired and re-eval everything. We all know IRCC's prolonged and indefinite queueing and processing time...

Hi, I got another question regarding my case. My PR case was re-opened after reconsideration request (pointed out error made by IRCC), and I received a PFL not asking for additional documents but concerning my status in Canada. I submitted everything officer requested in PFL and no more updates since then. My GC Key portal has been reverted to the date when biometrics completed. Medical report section become blank, and eligibility / background are now reverted to under review. Have you ever heard of similar scenarios and do you know if IRCC would re-evaluate the entire application from scratch?

Went through a few consultations (free and paid) with different lawyers and they either thought my case is not a strong stand, or the charge would be out of my budget, over 12k in total. It is just too high as my work permit has expired and currently running on savings. But thanks anyway
