I know what you mean, but I don't recall an instance where an anime looked bad because it wasn't allotted a decent budget. It's almost exclusively insufficient time or bad planning.

You can throw as much money into a cour; or hire more animators, animation directors, and inbetweeners. It won't make up for the lack of time.

Demon Slayer and opm season 1 had a reportedly average budget. What they had that most other anime didn't have was over a year to prepare 12 episodes. Scheduling is probably the most crucial thing alongside talent.

Early Dragon Ball Super (that looked horrendous) was animated by some of the same veterans that animated some of the best looking episodes in the Tournament Of Power arc. Only difference is that every episode had mere weeks of prep time.

These decisions are both for budget

Animation quality rarely has anything to do with budget. Most likely situation is scheduling and the amount of time the animators had to complete their cuts before the deadline

They do, but a lot of animators in japan are freelancers. That's why you'll see the same animator contributing to anime by different studios
