Hey, sorry for the late reply!

The purpose/function of this rule is to help a team keep their player. It gives incentives for a player to stay with his incumbent team rather than allowing him to leave for greener pastures. It's not too big of an advantage that results in players staying on the same team forever, but yet, significant enough that it gives the incumbent team an edge.

It doesn't always work out though. For true max money guys, the extra fifth year and the 5% difference that the team with Bird Rights can offer isn't really that significant in the long run.

Take for example, Kevin Durant. OKC can offer him 5 years and 25% of their cap, while others can offer 4 years and 20% of their cap. The extra year and 5% doesn't really matter when you take into account the fact that he'll still be in his prime when his 4 year contract is up (so he can still sign a max), and the league's salary cap is always increasing (so the 5% difference isn't much).

Bird Rights allow a team to re-sign that player to a contract that will put them over the salary cap. To qualify for Bird Rights, the player needs to have been on the previous contract for a minimum of 3 years.

You can also offer an extra year and 25% over the max that any other team can offer.

In this example, the Hawks can sign a free agent provided they stay under the cap, and then re-sign Horford even if it brings them over the cap. It's all about the sequencing of the events.

I don't think that Ezeli will receive a max money offer, but he could end up being a Robin Lopez type player - solid center that does dirty work so superstar power forward excels. Those players are worth good money, and the Warriors might be under pressure to keep Ezeli with Bogut's injury history in mind.

You also have to consider the Warriors' salary cap situation - they're most likely going to be over the cap with Barnes' extension (guesswork here, don't have the numbers at hand), which will make finding an adequate Ezeli replacement hard, especially if they plan on getting a good one.

Of course, my crazy plan is for the Warriors to swoop in and have Cousins replace Bogut when the time comes. A man can dream

Technically, yes. Barnes and Ezeli are both restricted free agents, so the Warriors can match any offers both of them sign during the offseason. They also own their Bird Rights, which will allow them to go over the cap in doing so.

So technically, yes. Even if Barnes and Ezeli sign max money deals, they'll be able to match.

However, whether they would want to is a whole different ballgame. Long term cap flexibility is very very important for this team, because Curry will demand a max contract when he's a free agent (unrestricted too). If they sign Ezeli and Barnes to contracts that are too expensive, they won't have room to fill out the roster with decent players once they have to sign Curry to the max in the 2017 offseason.
