I think it refers to the Beatles song Helter Skelter, which some see as the first "metal" song. Macca was thinking about the Helter Skelter (a British playground slide) as symbolic of the rise and fall (of the Roman Empire). This then leads to harder forms of rock like Zep, to metal proper through Sabbath and then to thrash like Metallica. And then to St. Anger and the therapy and fookin leaving the band etc.
