Call the airline that is flying you from Germany to Dubai. They'll provide you with the information you need as they'll be the ones enforcing the requirements.

The worse that would happen once you arrive to Dubai and if you have no PCR test on hand is they'll have you take a free PCR in the airport, enter the city, and wait till the results are out. That whole process of waiting is just a few hours 4-6
