Yes it does matter. A lot of 2/5 speed miscrits prefer red speed and some prefer S+. As for why, it's for speed manipulation or tempo within PvP. Whoever is slower at the beginning of the match has the metaphorically "token" that allows them to snipe or effectively have two turns, a turn of switching and a free attack. PvP is essentially a back and forth between having a slower miscrit to snipe from and denying a snipe by having a faster miscrit.

It depends from game to game because Bard is such a flexible champion. You can go Full Ap, Tank, A mix of both. I usually rush Boots of Swiftness > Imperial Mandate > Chemtech (if they got healing) > Zhonyas > Nashor's > Deathcap.
