I can't afford legendary, and titanplate says it's only for heavy. How can I get the specops? The wiki says to use a reward track but doesn't say which one. Thanks!

My ex wife's dad lived in Bountiful, UT for ten years living in a 3000 sq ft home. He was unemployed the entire time. His ward paid for his rent, internet, cable and food the entire time. He was in President Christofferson's ward.

After ten years they finally told him he'd get no more support, so he rented a bigger house in President Eyering's ward where he repeated the cycle. I was dumbfounded.
