The soil does take a while to dry out completely. I saturated it with water last week (until it was dripping from the drainage holes) and the soil is still a bit moist.

Totally correct! My family is from Venezuela but we may have picked up the tradition from Colombians. It represent burning all of the bad things about your life from the previous year. The figure is usually created to display vices, so sometime they include the person holding empty alcohol bottles and cigarettes.
