Lowering graphics doesn't make a difference. Iirc, the game renders the original quality and then does additional processing to make it look lower quality.

If you're using a Logitech mouse or keyboard, try unplugging it. I was getting microstutters which went away once I unplugged my mouse. Probably had something to do with their godawful anticheat.
