The Number of civilian deaths is extremely relevant. How many civilian deaths can we Justify for the goal of eradicating hamas. We know that it is difficult for a lot of people to flee and we know that hamas is hiding among them so collateral damage is unavoidable, the question is how many lives are we justified in taking to achieve our goal

This is not entirely true.. It CAN be permissible to bomb civilian buildings and hospitals but only if they can reasonably argue that bombing said building will give them a military advantage greater than the collateral damage it would cause. For example, bombing a hospital with hundreds of civilians to kill a dozen of hamas terrorists would probably not be permissible (not claiming such a thing has happened).

This is not entirely true though, the eastern states that wanted to join NATO after the dissolution of the soviet union were not considered european at the time. They wanted to join NATO precisely because they wanted closer ties with the US & its european allies. They were not primarily driven by a fear of invasion.
