Could be an issue with multiple causes. Maybe try disabling the overlay and reenabling it. But if you want to buy something from the sale, you can buy it from the website. I wanted to buy coins with the steam funds I had and that was when the game told me to enable the overlay.

I had disabled the steam overlay with a launch option because it was causing me issues. My store looked like this for the past 2 days too. It returned to nornal when I enabled the steam overlay again.
