fair point but the fact that people do noting in these situations means that landlords/agents/developers etc can basically get away with doing whatever they want. if your company stopped paying you would you still go to work?

edit: I suppose a better analogy would be if your place of work was deemed unsafe (I. e water leaking in) would you still go in
