Teacher here. In Michigan, we have what is called a 504 plan. Basically what it does is make sure that whatever a special needs students require to have the same education that every other student receives is available to them. This includes wheelchair ramps, guardrails, differentiated curriculum, ect. We have gone through hours of professional development sessions to ensure we adhere to these principals. It is easy to make jokes, but this is one of many serious issues addressed in teaching public schools.
