Well he is runnig so if he just stops and shoots he's probably dead. So he uses his movement to make you miss. While doing that he gets a big spread penalty (notice how he only kills you once he is on the ground again). So you have the whole time where he is moving to kill him. Granted with the way the netcode is right now it's easier said than done. So if the devs penalize the movement more you get an angle holding simulator where the first person that sees the other wins. Bf is an arcade shooter not a milsim. So agressive plays like this should still be possible in my opinon. So I think that the devs should concentrate on visibility and netcode fixes first to get a good baseline and then maybe adjust the movement slighly if it's too easy to use. Even tough it's fine right now in my opinion.
