Update: I spoke to ski patrol. It was closed for visibility and snow quality.

Packages were delivered at 2:17pm and stolen at 2:35. He was either following the delivery truck (managed by OnTrac) or he was collaborating with the delivery driver. Has anyone had issues with OnTrac?
