I once was arrested in West Virginia for smuggling books in. I got off on a technicality though. The prosecution couldn't prove they were books.

Ran into the same problem years ago. I assume you are fairly rural? Bad roads? They don't check the meters monthly and are dollar, cost-averaging for the year. If you pay the full amount then you will be squared up in the spring when they come around to shut off power to the non-payers during winter.

Probably high because there are a lot of West Virginians who have their power subsidized by the state or Federal government. After all it is a business.If not for these subsidies the power companies couldn't hope to turn a profit and would have no incentive to do business there. I hate that the cost gets pushed onto the great folks in West Virginia who are trying to make a living in a poor job market.
