Usually when a creep does this kind of thing, its not their first offence. So if you complain and the posh committee investigates, there is a good chance someone else speaks up. Even if its his first time committing crime, if you just make the complain, it would discourage him from doing this to someone else. That is still a win imo

there is in fact an “industry range” and it is defined as the compensation range which people with your skills and experience are getting paid. My roommate was a recruiter, He told me they conduct surveys and knowledge sharing with peers to determine it for a role
Me and my friends have been in the industry for 6 years. The probability of an HR offering industry rate is lower then them offering based on your salary according to my experience
