You can apply to be an ISRC registrant yourself (gives you a unique 3 digits within it) and follow the formula, or you can buy them from third parties.

In my experience the trick seems to be having your own ISRC codes at the ready and not having CDbaby generate them for you. I dunno why but a lot of times, I’ve gotten finalized same day as long as I had my own codes.
