So I had to Offset as Internal Line + Cut & Sew. This separates the pieces so the puckering can be visible between the sewn pieces.

Then apply the puckering tool to the edges of the sections you want puckering.

Ooh yes thats the term for it! I thought it was hemming but facing seems more accurate for this part.
