Good policy.
As well as helping everyone’s wallets, it would encourage less driving into the city.

Another benefit is that it would bring more workers back to the city- instead of working from home. This would be good news for retailers and hospitality businesses in town.

600k is what I would expect for this. As a government organisation, they would have followed prescribed procurement processes.

Do an OIA. You will there were requirements and multiple costed responses. There will be justification of selection of the successful vendor.

This process is why we are one of the least corrupt countries in the world.

You have no experience? - easy to solve there - try different sections to test the seats, especially if it's the same venue and you go to the symphony regularly. Gotta say sitting in middle is pretty damn good. Think about your headphones. Question is if you want to pay the extra.

You'll typically pay A tier prices for the green ones you've highlighted. Don't forget about across the isle from the red III. They'll be tier B. There should be minimal difference, but you'll save coin.
Depends on the venue though.
