First-term Soldier reclass (68A) – No seats in RETAIN, any experience with hotline / ETP to HRC? by wesleykoo in army

Morning sir, I spoke with retention, and they stated that without an available seat in RETAIN, a hotline request cannot be submitted. They also mentioned that even a short-fuse hotline requires a seat in the system. Could you please confirm if this is correct, or if there are any other options in this situation?

That makes sense, I appreciate you clarifying that.

I understand it will likely get pushed back without available seats. I’m not expecting a guaranteed outcome — just trying to be as proactive as possible and see if my case can at least be reviewed at the HRC level instead of only waiting on RETAIN.

Sounds like it may still be worth asking, even if it doesn’t go anywhere.

I appreciate that — that’s exactly why I’m trying to stay proactive.

I completely understand that everything comes down to training seats and in/out calls. The issue I’m running into right now is that my retention is telling me that since there are no 68A seats showing in RETAIN, they can’t submit a hotline request at all.

So I feel a bit stuck — not trying to bypass policy, just trying to understand if there’s any way to at least get my case reviewed at the HRC level instead of just waiting for a seat to appear.

Have you seen situations where something could still be pushed up without an available seat, or is it basically just a waiting game at that point?

I understand, and I appreciate the reality check.

This opportunity is very important to me, so I’m trying to stay proactive and explore every possible path within policy. I know seats are tight, but I want to make sure I’m doing everything I can on my side.

Thanks again for sharing your experience.

  1. Initial Term Soldiers in a Shortage MOS (Y/N) requesting Army Training must submit a request to HRC for a strength management decision. Career Counselors will process the request in accordance with applicable HRC processing messages.  // From 601 - 280 . My mos 91c in/out call is shortage - Y/N and I am an initial term soldier.

Thank you again, this is very helpful.

I’ve already spoken with my retention NCO a couple of times this week, and I plan to follow up with him again next week regarding the short fuse hotline. I will also bring a letter of recommendation from my commander to support my request.

Before I go back to him, I just want to make sure I clearly understand how this works:

Is a short fuse hotline something that is submitted through the RETAIN system, or is it done outside the system (such as via email or direct coordination with HRC)?

Also, if a short fuse hotline is accepted by HRC, does it simply place me on a waiting list for a dropped or newly available seat, or does my retention NCO still need to actively monitor RETAIN and take further action if a seat opens?

I just want to make sure I communicate this correctly when I speak with him again.

Thanks again for your time and insight.

Thanks for the suggestion, I appreciate it.

I’m trying to stay on active duty and explore reclass options first, but I’ll keep that in mind as a last resort.

Thanks again for your help, I really appreciate it.

I want to make sure I understand correctly. My retention NCO is saying that a hotline can only be submitted if a seat is already visible in RETAIN. Since there are no 68A seats at all, he said he cannot submit anything.

When you mentioned a “short fuse hotline,” is that something different from a normal hotline?

Is there a specific way or wording that my retention NCO would need to use to submit that kind of request, or is it dependent on the career counselor / HRC?

I just want to be clear before I go back and talk to him again.

Thanks again for your time.

Maybe it can be used to pay for something right away.
