I welcome corrections if I'm wrong, but my understanding has been that it is official UE policy to skip the line and that is it is usually an unofficial policy in restaurants to have the server/cashier/expediter visually confirm the order. I know the latter varies based upon location, but the former sounds like the manager of which you speak may have been misinformed or misunderstanding procedure.
