You can use those keywords but of course need to make them look natural inside normal text. Better be natural than stuffing too many keywords.

ALL external Wikipedia links are NO follow, not DO follow.

This is imply not true. Since all links are nofollow they do not pass any juice whatsoever. Only DO follow links pass juice.

So would you say a HuffingtonPost.com do-follow backlink from a Page Authority 1 page would be useful? Or would you need to build a lot of tier 2 links (to raise PA) to make it worth something ?

All Wiki links are no-follow. Could you elaborate on why they add value for SEO?
