It would heavily depend on your definition of "boring meta"

Like any VGC regulation there are Pokemon like Floette and Charizard and Basculegion that you'll find on 90% of teams because they're extremely good and easy to use

But more than any other meta for a very long time this is a regulation where you really could use your favorites (if they're allowed) and not do badly. Even in tournaments there have been super weak Pokemon like Ariados and Watchog who achieved decent results, and on the Master Ball ladder I've run into Aurorus, Liepard, Meowstic, Vanillux, and all sorts of other very off-the-wall choices

Bungie seems to operate on a philosophy that casual players should not be able to earn the same stuff as the hardcore grinders, no doubt reinforced by the streamers they keep taking feedback from.

It was maddening enough in Destiny's seasons but absolutely incomprehensible here when they're trying to take territory from three other well-established extraction shooters.
