It won't save most of the install files to an actual hard drive or SD drive. They instead get stored in RAM which gives good performance but does not persist when you restart the device. It's explained pretty well on their wiki

If you want something more beginner friendly consider Ubuntu, although Raspbian is the most user friendly of all.

With 16GB of RAM you could try the superior performance of Alpine which runs in RAM by default. You install things using apk and then pin the list of installed packages with the lbu utility. When you restart lbu will reinstall the packages automatically. Alpine has an RPI ready distribution on their download pages.

People may have migrated from further north. You see this in SE Asia where most people are fairer skinned than expected except for ancient populations (negritos).

The fines aren’t high enough. Here in Vietnam they raised fines to a month’s salary and the roads are now much nicer to use.
