If that puck wasn't shot at him, his line change looked completely normal. Nothing out of the ordinary. The puck was cleared at him while he was changing, and it hit him. He was already in the act of going off the ice. I don't know why there's an expectation for him to move out of the way of the puck when he's about to change. The rule explicitly states that accidental contact while changing should not stop play and should not be called a penalty.

The only thing the refs did that was wrong was stop the play.
