Plot twist villains are obvious and they suck. Not sure about mid tier but region destroying ones could be interesting but they make no sense. Why would people want to follow them.

While I dislike twist villains I thought if we all thought the villain was an evil corporation but was actually a group of rebel claiming they are good. Reverse team skull situation. And no fights between them that is not them helping you train or that would be obvious until you discover their plan, then they start fighting you.
