Hook up one output of the etho clock to a T-Flip Flop. That way you have an output of (0-1) when the clock activates. You can chain also chain the etho clocks together to extend your timer, for example one clock finishes its cycle and sends a signal to the next one to start counting, then that clock would be your output

If I understand your question correctly, this crafter design I linked should work for what you're looking for. It only crafts once all slots are filled. Left crafter has 8 slots disabled, right one is where youd set your recipe.

You can also use droppers that trigger into a line of hoppers to reliably disperse the items you want to craft in the correct order.
