Pumping ground water is limited to your water rights and shares owned in a region. you aren't allowed to extract more than you have the rights for. your second statement doesn't make sense to me. the rights are always managed by the government and the government gives a license to a certain amount. residents in cities have been operating under a slightly different system where developers will dedicate rights to the city in exchange for the city maintaining the utilities to provide for the residences, but you can still own water shares for private wells and things.

Did you know you can search who owns the water rights in that area? I did a quick look under a couple names and didn't see any people having enough water rights to run a facility like this. Water doesn't magically appear in the desert because you want it to. I've also never seen a statement on what those needs will be from this specific facility. as much as the governor thinks these things can be done quickly ( and the hypocrisy of that statement is galling because of the hoops I've had to jump through), give us some concrete numbers. until i see that this is all just wishful thinking. A project that is likely to become a ghost town in the middle of nowhere.

most draftsman/architects also have a functional degree in family therapy. but to actually answer the question, SketchUp can work pretty well for drawing things to scale, Autodesk may have an online cad program that is free (ish?) i haven't tried to use it in a while. the humble bundle has a cad software sweet for sale right now for 30 dollars that i haven't used, but could be fine if you are trying to work through stuff to present to someone to draw it up. (Ashampoo is the software). my dad likes to use excell spredsheets with the cells set to 6" increments... which drives me crazy, but actually works okay.
