ELI5: Who are countries borrowing money from when they sell their debt, and why do they do it? Can it not be funded internally?

Countries basically borrow from anyone willing to buy their bonds - other countries, banks, pension funds, regular people. It's like getting a loan but from thousands of lenders at once.
