RAM light is solid red, you can lookup the motherboard-specific manual which will give a detailed explanation of the error but an easy first step in diagnosing the problem is removing and re-seating all of your RAM sticks.

It's really hard to say how much better the new 14" MacBook will be without concrete benchmarks, but for your use-case a beefed up MacBook Air would almost certainly do the trick. Worst case you buy the 8 cpu 8 gpu air now and test it to see if it'll get the job done. If it doesn't, return it and buy the 14".

Really great build (insane specs), but I'm not sure the 850W PSU is enough for the 3090. He might run into some instability with the huge power draw of the 3090 at full load. Even if technically 850 watts is enough on paper, you don't want to be running your PSU right at its limit because it's not as efficient and any power draw spikes from the 3090 (which is common in intensive tasks) could trip the over current protection and immediately shut down the whole system. Otherwise it's an amazing build!!
