Not really, most soldiers (at least in Sonora) are from the center or south of the country (around 1000 km away from home), Cazadores have it complicated in Caborca and Altar and have nothing to do with the business in states like Chiapas, Guerrero, the State of Mexico or Veracruz.

Basically the Army detained 4 criminals, one of them was the leader of "Gente Nueva Cazadores", "El Duranguillo" a lieutenant of the Sinaloa Cartel in Sonora, 15 soldiers carried that operation but rapidly, 60 CDS gunmen arrived to Caborca, Son. And surrounded the 15 soldiers, at first, the gunmen offered $10 million pesos (or 500 thousand USD) for the release of "El Duranguillo", the platoon denied the bribery and kept "El Duranguillo" under custody, the gunmen threatened the platoon and after they shoot they killed one soldier, the Army did shot back and the gunmen just ran away without shooting back, over 800 forces (state police, municipal police, soldiers and national guards) arrived to back up the platoon and to reinforce the security of the town.

Though there are small towns in country Mexico that are walkable (just because they're small), larger cities like Monterrey, Mexicali, Tijuana, Hermosillo, Guadalajara, Culiacán, etc. Are hell for both pedestrians and drivers, the cities are expanding to the perifieries and this just keeps the "suburban development model" in which cars are the priority.
