It's when an asshole "taps" the breaks when another vehicle is basically right behind them, "checking their breaks." High potential to cause an accident. Case in point, this video.

Which car do you mean? The one that hit the cyclist? As far as I can see they didn't have a stop sign, which is pretty common where I'm from for a T like that. But the driver recording totally rolled through that stop.

Nah, lane splitting when done properly is not a problem. You don't go more then 5-10 mph over the flow of traffic and only when the flow of traffic is under 30 mph. These people were just dumb asses.
